    Consultant

    Background

    • The protracted humanitarian crisis in Northeast Nigeria continues to displace people, depriving them of their livelihoods, and end up seeking refuge in areas where they are marginalized based on ethnicity, religious affiliation, socio-cultural origin, gender (& age), political beliefs, and social class.
    • ZOA, along with other partners has limited resources to provide life-saving assistance to all the people in need. Targeted WaSH, Education, Food Assistance, and livelihood support in such a context may unintentionally trigger conflict and ultimately cause harm.
    • ZOA proposes to conduct a conflict analysis to better assess the possibility of targeted assistance fuelling further conflict, opportunities for conflict-sensitive programming and strengthen avenues to integrate peacebuilding within the current core thematic areas.
    • With support from the European Union (EU), Nigeria will be implementing a 3-year governance, democracy, and civil society-strengthening intervention that will bring conflict actors (associated with religious affiliation, gender, aid targeting, civic participation, and natural resource sharing).
    • In Borno State, the action is implemented in LGAs with protracted critical needs reaching emergency thresholds, and LGAs are gradually considered stable for early recovery support.
    • Knowledge of conflict sensitivity is fundamental for ZOA to achieve lifesaving and early recovery outcomes in these evolving & diverse contexts.
    • The action targets young people & women often posing as both peace capacities and potential instigators of conflict.
    • Thus, a conflict analysis enables ZOA to map possible dialogue opportunities not only with conventional stakeholders (traditional & religious leaders, volunteers, project participants, government, etc.) but also with young people, grassroots organizations (human rights defenders), and partner civil society organizations.
    • The primary focus of the conflict analysis will be on how programming can build social cohesion (vertical & horizontal), and trust, and develop enforceable conflict-resolution mechanisms including the role ZOA can play within the protection referral mechanisms (prevention, response, mitigation of gender-based violence).

    Proposed Activity

    • Zoa Nigeria is proposing to conduct a Conflict analysis in Jere1 and Biu Local Government Areas (LGAs) of Borno State (Borno Central & South-Central Programme Interventions area)

    Proposed Methodology

    • Given the above context, ZOA will engage the services of a consultant through competitive bidding with expertise in conflict analysis and knowledge of the crisis in Northeast Nigeria.
    • The consultant will conduct a study in 2 targeted LGAs, train staff, and develop a project & program conflict sensitivity framework and risk analysis (doing harm and opportunities for peacebuilding).
    • Conflict sensitivity programming framework and risk analysis must speak to the country’s strategic plan and be easily integrated with emergency & early recovery country projects.

    The conflict analysis/ study will include the following:

    • Desktop Study
    • Key Informant interviews and Focus group analysis.
    • Stakeholder power analysis
    • Feedback and training workshop with ZOA and partner Staff.

    Qualification and Experience / Skills Required

    • More than 5 years of experience working with on peace and conflict resolution, doing conflict analysis,
    • Familiarity/exposure to work on peacebuilding, humanitarian response, and Social Cohesion from a development or humanitarian perspective.
    • Conceptual understanding of peacebuilding.
    • Contextual understanding of the Borno State.
